Disfunction pays; the dirty little secret is clearly being exploited all round … but has the two party duopoly in congress effectively allowed it to become more firmly entrenched while the executive ignores congress ?
We really agree with this. The part that feels most important is the incentive question. Congress has become very good at keeping issues alive and very bad at resolving them.
That is where we think the work has to be focused: not just better policy, but a Congress that has a stronger reason to turn public agreement into action.
